Will Council make Friday Harbour decision tomorrow evening?

A ‘Special Council Meeting’ will be held at town hall tomorrow, Wednesday 16 May 2018, and it is expected that Innisfil council will approve Friday Harbour’s requested additional units. From 5:45 to 6:30pm, council will hold a closed meeting regarding the financial agreement reached with Friday Harbour—called the “Municipal Capital Facilities (MFC) Agreement: Friday Harbour Resort.”
Section 110 of the Municipal Act, 2001 permits contributions to the town for certain “municipal capital facilities… which directly benefit town residents and visitors” and will enhance “Friday Harbour, its visitors and part-time residents.”
FH is contributing $5M in total…$500K for a fire boat and related equipment and $2.5M towards construction of the town’s health and wellness centre. FH will make a further contribution of $2M for the town to use at its sole discretion for capital facilities and these funds will come in three instalments: $500K by June 30, 2020, $500K by June 30, 2021 and $1M by December 31, 2021. The fireboat must be in operation by May 1, 2019 and will be docked in the FH marina for 21 years at a nominal cost, exclusive of staff.
At 6:30pm, council will likely approve the MFC agreement (Staff Report DSR-081-18) and advise the town solicitor to draft and finalize its terms.
Regarding FH’s request for 1000 additional units, it appears that council will hear the recommendations and will adopt Staff Report DSR-080-18 giving FH permission to add 1000 units, amend OPA 17 and pass the requested amendments to Zoning By-law No. 029-15 – 261 Big Bay Point Road.
